About the Program

Family Child Care (FCC) is a professional quarters-based child care system offering care to children from 4 weeks through 12 years.   The program provides high quality care, in-home style setting, with a  limited number of children.  It offers full day, part day, and hourly, plus extended hours, including 24 hour and long term care.

Structure

FCC provides full day, part day, hourly, and before and after school care for children four weeks to 12 years of age, by fully trained Family members in government quarters.  The military child development program relies on FCC homes to help meet the needs of the community.  FCC is an alternative to center-based childcare, offering the most flexible program for Service Members in cases of deployment or field training exercises with extended hours, or 24 hour and long term care in a home environment for children.  FCC providers are not babysitters, but rather adults who operate a small business, which requires record keeping procedures and adherence to strict health and safety regulations.  FCC providers are independent contractors.  They have the right to determine some aspects of their work such their hours of operation.

Extensive background checks are conducted on all FCC providers, their sponsors, and all children over 12 years old living in the home. There is an in depth home interview with the entire Family to observe Family dynamics and to ensure that the entire Family understands and supports the provider’s decision to become Parent Central Services certified.  All providers undergo an initial 60-hour training program prior to Parent Central Services certification.  The benefits of FCC are flexible hours, home like environment, low adult to child ratios, and long term/extended care. Monitoring

The FCC staff plus fire, safety, and health proponents do monthly, quarterly and annual inspections to assure parents of continued appropriate, safe, developmental care.

Unique Care

Home based care offers children a wide variety of learning experiences as well as loving individual attention.  Siblings can stay together.  Children in a multi-age setting learn from the provider and each other.  Small group settings give children the security of a home-style atmosphere.

Training
 
Prior to opening Family Child Care Home Caretaker must be trained in the following areas.
  • AR 608-10, Policies and Procedures

  • Child Growth and Development

  • CPR and First Aid

  • Medications/Communicable Diseases/BPP

  • Child Guidance and Discipline

  • Business Practices

  • Child Program Activities and Environments

  • Child Abuse/Neglect Identification & Reporting

  • Parent and Public Relations

  • Health, Nutrition and Sanitation

  • USDA Child Care Food program

  • Fire Evacuation Procedures

  • Safety

  • Special Needs Awareness

  • Guidance

   

First 9-18 Months after Certification

Annual Training Requirements

Military Child Development Foundation Training. This training includes 13 functional areas of child development as recommended by NAEYC (National Association for the Education of Young Children)

  • CDC and FCC Home Observations

  • Family Day Care Rating Scale

  • Child Abuse Prevention

  • Administering Medications

  • CPR

  • First Aid (every three years)

  • Professional credentials that may be earned CDA and National Child Care Accreditation.
